Ms. Vicci M. Colgan
Vicci graduated from the University of Wyoming College of Law in 1981. She clerked for Justice C. Stuart Brown of the Wyoming Supreme Court for two years. She then went to work in the Attorney General’s Office, where she served in various capacities for 24 years, including as Chief Deputy Attorney General for Attorney General Gay Woodhouse and Attorney General Hoke MacMillan. She was also head of the tax section of the Civil Division of the Attorney General’s Office for many years. Her major clients included the Wyoming Department of Revenue, Wyoming Department of Audit, the Wyoming Department of Environmental Quality, and the Office of State Lands. In 2007, she became the Deputy State Auditor.
Vicci served a full term as a Bar Commissioner for Laramie County, and has been a member of the Wyoming Uniform Law Commission since 2002. Wyoming is a member of the National Conference of Commissioners on Uniform State Laws. She has also served on the Unauthorized Practice of Law Committee, and on the committee which worked on extensive revisions to the Rules of Professional Responsibility.
As a member of the Uniform Laws Commission, she presented the proposed changes to UCC Article 9 approved by the National Conference in 2010 to the Wyoming Legislature in 2013. Those changes were enacted as SEA 007.
VIcci has been married for 44 years and would like to point out that she was a child bride. Her husband owns a small business in Cheyenne, where they have lived since 1978. They have two grown children.
