Assistant Attorney General

This position is for an attorney in the Civil Division who will be involved in agency and licensing board representation to include Economic Development and who will need to be able to litigate on a wide range of issues, including, but not limited to: regulatory, construction, leasing, tribal and public records.

Essential Functions
The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.


  • Review, respond and advise agency in responses to inquiries, complaints and other communication
  • Conduct legal and other research
  • Present legal conclusions and advice in various formats, including legal documents, oral documents, oral presentations and formal and informal legal opinions
  • Draft legal documents including complaints, answers, memorandum of law, briefs and discovery and drafting and editing agency rules
  • Take assignments as directed by section supervisor and division deputy
  • Consult with division deputy on legal strategic decisions on cases
  • Consult with section supervisor to evaluate workload among section attorneys
  • Confer with other attorneys on state’s legal staff to formulate plans, policies or strategies; confer with and advise such person of the state’s position in matters under discussion
  • Provide input on case assignments
  • Use specialized legal skills, knowledge and experience to plan actions, devise strategies, resolve problems and formulate legal questions, explanations, positions and responses
  • Prepare and review agency rules
  • Review administrative rules and regulations
  • Advise agency clients with respect to relevant statutes and administrative procedures
  • Prepare written legal opinions on questions submitted by agency clients and legislators
  • Stay current in legal literature in all aspects of relevant law to provide current assistance to clients and other staff attorneys with questions
  • Other duties as assigned


Knowledge

  • Knowledge of substantive and procedural law of state and federal courts and administrative agencies
  • Knowledge of technical requirements of law or evidence and procedure
  • Knowledge of political and legislative processes
  • Knowledge of statutory requirements effecting conduct of public business by state agency clients
  • Knowledge of trial and appellate practice; administrative law and civil procedures
  • Skill in legal research, including drafting legal memorandum and briefs presenting results
  • Skill in organizing ideas and legal principles in clear and concise oral and written presentations
  • Skill in communicating facts, theories and arguments
  • Skill in public speaking, and case presentation
  • Skill in writing clearly and concisely
  • Ability to anticipate problems and prepare for them
  • Ability to isolate and organize multiple issues and present each clearly
  • Ability to manage large amounts of information and analyze for legal impact
  • Ability to organize ideas and legal principles in clear and concise oral and written presentations
  • Ability to litigate civil actions and take through appeal, if necessary
  • Ability to prioritize and re-prioritize tasks as necessary


MINIMUM QUALIFICATIONS

Education: Preference will be given to candidates with a juris doctorate degree; however, if you are a third-year law student within six months of graduation with your juris doctorate, you are eligible to apply.

Requires membership in the Wyoming State Bar as an Attorney qualified to practice law in this state, however, candidates who qualify for the Wyoming State Bar membership and who intend to seek admission will also be considered.
