Minimizing Malpractice, one eFiling at a Time (by complying with the new eFiling Rules effective November 1st)

Have you reviewed the new eFiling Rules effective in November? Do you file confidential information in District Court (tax returns, trust documents, trade secrets, social security numbers, etc.)? Attorneys have a duty to properly restrict public access to protected information when a statue, order, or court rule direct. The November eFiling Rules include new requirements for attorneys filing confidential information in District Court cases. This program will review public versus confidential case information, the new rules, FSX system changes, and attorney responsibilities. It will include examples of filing confidential information under the new rules and FSX updates.

Speakers

Amanda Colwell

Amanda Colwell is an experienced court technology specialist with a strong background in process improvement, system configuration, and user training. She has worked extensively with electronic filing systems, case management workflows, and judicial tools to enhance efficiency and accuracy in court operations. Amanda is known for her practical, solutions-focused approach and her ability to translate complex technical processes into clear, user-friendly guidance. Amanda is passionate about continuous improvement and collaboration, she enjoys helping teams adopt new technologies that support access to justice and streamline daily work.

Joshua Eames

Judge Eames is a District Court Judge for the Seventh Judicial District. Before his appointment to the bench by Governor Mark Gordon in June 2022, Judge Eames served as a Senior Assistant Attorney General with the Wyoming Attorney General's Office. He has also served as a staff attorney for Wyoming Supreme Court Chief Justice Kate Fox and Judge Steven Sharpe.

Mark Gifford

Mark W. Gifford is Bar Counsel for the Wyoming State Bar. He is a Wyoming native who received his B.A. in accounting from the University of Wyoming and his law degree from Stanford University. After 30 years of private practice, Mark took the position of Bar Counsel in 2011. He started the Ethics Hotline in 2014 and was instrumental in getting Wyoming’s Lawyer Assistance Program launched the same year. He is a member of the NCBE’s MPRE Policy Committee and a past member of two ABA Standing Committees. Gifford is a past recipient of the Gerald R. Mason Professionalism Award.

Jill Kester

Jill Kester has served as a Natrona County Clerk of District Court since March 2021. She has worked with the District Court Clerk Office and the Child Support Program for over 30 years. As a recent past president of the Wyoming Clerks of District Court Association, her initiatives included bringing National Association of Court Management training to Wyoming and creating a Strategic Plan for the Association. She currently chairs the District Court Clerk’s Subject Matter Expert (SME) committee that reviews technology needs and updates.

Devon Petersen

Devon Petersen is a partner at Fleener Petersen, LLC, specializing in high exposure felony criminal charges, appeals, and civil rights cases in Wyoming and Colorado. Devon has been a member of the Wyoming e-filing committee for several years and is proud to work on a team whose goal is to make filing legal documents as simple as possible.

Anne Sutton

Anne Sutton has worked in Teton County courts for over 23 years. She has served as the elected Teton County Clerk of District Court since January 2015. She attended the 2024 and 20025 Bar Conferences as a Clerk of District Court exhibitor and a session panelist in 2024. She currently serves on the District Court Clerks Subject Matter Expert (SME) committee and is the immediate past president of the Clerks of District Court Association. She has a master’s in public administration from the University of Wyoming.
