Wyoming State Bar Officers
The four officers of the Wyoming State Bar comprise the executive committee. Devon O’Connell of Laramie will succeed Brad Bonner as president after the 2015 Annual Meeting. The president-elect, vice president, and treasurer are elected for one-year terms. Any active, resident member of the Wyoming State Bar may be nominated as a candidate for these three offices. The nominations must be signed by at least two active, resident members in good standing. Nominations must be filed with the Wyoming State Bar by 5:00 p.m., July 1, 2015. The president and president-elect cannot reside in the same judicial district; therefore, nobody from the Second Judicial District (Albany and Carbon Counties) may run for President-Elect.

Wyoming State Bar Board of Commissioners

Commissioners for the Third, Seventh and Eighth Judicial Districts will be elected for three-year terms. Nominations for commissioners must be signed by at least two active members who reside or maintain a practice within the applicable judicial districts. Nominations must be received by the Wyoming State Bar by 5:00 p.m., July 1, 2015.

The Board of Officers and Commissioners shall have general charge of the activities of the Wyoming State Bar. The Board shall make appropriations, authorize disbursements, and/or periodically monitor and ratify proper disbursements reviewed, approved and authorized by the executive director from the funds of the Wyoming State Bar in payment of the necessary expenses of the Wyoming State Bar, its officers, commissioners and committees; engage and define the duties of salaried employees and fix their compensation; receive, consider and take action on reports and recommendations submitted by committees and the assembly of members of the Wyoming State Bar at any annual or special meeting; adopt policies and procedures consistent with the by-laws for the orderly administration of the Wyoming State Bar’s affairs and activities. Each commissioner shall annually hold a State Bar district meeting within sixty (60) days prior to the date of the annual meeting and shall regularly inform constituents regarding Wyoming State Bar matters. This list of duties is a partial list. For a full list, please refer to Article III, Section 4 of the Bylaws of the Wyoming State Bar.

 

Judicial Nominating Commission
Article 5, Section 4(c), of the Wyoming Constitution provides the following:

The commission shall consist of seven members, one of whom shall be the chief justice, or a justice of the supreme court designated by the chief justice to act for him, who shall be chairman thereof. In addition to the chief justice, or his designee, three resident members of the bar engaged in active practice shall be elected by the Wyoming state bar and three electors of the state not admitted to practice law shall be appointed by the governor to serve on said commission for such staggered terms as shall be prescribed by law. No more than two members of said commission who are residents of the same judicial district may qualify to serve any term or part of a term on the commission. In the case of courts having less than statewide authority, each judicial district not otherwise represented by a member on the commission, and each county, should the provisions hereof be extended by law to courts of lesser jurisdiction than district courts, shall be represented by two nonvoting advisors to the commission when an appointment to a court in such unrepresented district, or county, is pending; both of such advisors shall be residents of the district, or county, and one shall be a member of the bar appointed by the governing body of the Wyoming state bar and one shall be a nonattorney advisor appointed by the governor.

Bruce A. Salzburg’s term on the Commission will expire in February 2016. Nominations for this upcoming vacancy are being solicited. Voting will take place this summer, and the four-year term will begin March 1, 2016.

In accordance with Article 5, Section 4, and with Article VI of The Bylaws of the Wyoming State Bar:

  • Any active member who is a resident of Wyoming and maintains an office for the practice of law in this state and is otherwise qualified pursuant to Wyo. Const. Art. 5, § 4 and W.S. 5-1-102 may serve on the Judicial Nominating Commission.
  •  The term of office of each member of the Judicial Nominating Commission shall be four (4) years.
  •  No more than two members of the Judicial Nominating Commission who are residents of the same judicial district may qualify to serve any term or part of a term on the commission.
  • No member of the Judicial Nominating Commission excepting the chairman shall hold any federal, state or county public office or any political party office, and after serving a full term or part of a term shall not be eligible for re-election or reappointment to any judicial office while they are a member of the commission nor for a period of one year after the expiration of their term for which they are elected or appointed.

Young Lawyers Section Leadership
The four officers of the Young Lawyers Section comprise the executive committee. Caitlin F. Young of Cheyenne will succeed Blake A. Klinkner as president after the 2015 Annual Meeting. The president-elect, vice president, and treasurer are elected for one-year terms. There will also be three at-large vacancies. Any active member of the Young Lawyers Section may be nominated as a candidate for these upcoming vacancies. Nominees for President-Elect must be active members of the section who reside in Wyoming. The chosen President-Elect and the President must reside in Wyoming while serving in these capacities. The nominations must be submitted by active section members in good standing. Nominations must be filed with the Wyoming State Bar by 5:00 p.m., July 1, 2015.

Energy & Natural Resources Section Leadership
The officers of the Energy & Natural Resources (ENR) Section consist of a Chair, Vice Chair, and Secretary-Treasurer, each serving one-year terms. Any member of the ENR Section that is an active member of the Wyoming State Bar in good standing is eligible for election as an officer. Nominations must be filed with the Wyoming State Bar by 5:00 p.m., July 1, 2015.  Voting will then occur by electronic ballot, and the election of new officers will be announced at the ENR Section annual meeting held in conjunction with the Wyoming State Bar Annual Meeting & Judicial Conference at Snow King Resort September 9-11, 2015, in Jackson, Wyoming.
