NEW Rule for Retention of Client Files

I understand that Wyoming recently adopted a rule for retention of client files.  Where can I find it?  Do I have to turn things like depositions and expert reports over to a client who has not paid for them?

The client file retention rule, which went into effect on September 1, 2019, is found in the Wyoming Rules of Professional Conduct, Rule 15A.  The rule specifically provides that a lawyer is not required to turn over to the client documents for which the client is obligated to pay under the fee agreement but has not paid.  See Rule 1.15A(b)(2), W.R.Prof.Cond.
